Through this study one evidences that the way for inclusion and popular participation in the public budget if of the one from the agreement that has a management about the necessity interacting democratically eats the society offering mechanisms to rescue and to fortify a representative democracy that results in decision and social control in way accomplishes and efficient occurred in the local public power to produce the balance in the politics municipal taxes. Through this interaction the municipal management will guarantee the effectiveness of the basic politics for offers of humanization and efficient services of health, education, providence and quality of life for a participative and involved society in the public administration expert of its attributions and the positive consequences of its contribution and participation citizen in the exercise of its institutional functions that confer it the right to a life with dignity. FINAL CONSIDERATE Throughout the times, the popular participation became one practical increasing one in the country, since the process of democratization in the Eighties, with the popular movements of some segments that had started to act of more expressive form in the national scene.

Through the social movements organized the country if it mobilized in the fight for the popular participation in the Constituent; to incorporate the Federal Constitution the right to the direct exercise of the citizenship as one of the estimated ones of the Brazilian State with sights to extend the access and reach of the popular participation in the public politics.
